Rethinking communication in innovation processes: creating space for change in complex systems

Abstract: In innovation studies, communication received explicit attention in the context of studies on the adoption and diffusion of innovation that dominated the field in the 1940-1970 period. Since then, our theoretical understanding of both innovation and communication has changed markedly. However, a systematic rethinking of the role of communication in innovation processes is largely lacking. This article reconceptualises the role of everyday communication and communicative intervention in innovation processes, and discusses practical implications. It is argued that we need to broaden our perspective on the types of (communicatively supported) intermediation that an innovation process includes and requires. How Participation Creates Citizens: Participatory Governance as Performative Practice

Participation is a prominent feature of many decision-making and planning processes. Among its proclaimed benefits is its potential to strengthen public support and involvement. However, participation is also known for having unintended consequences which lead to failures in meeting its objectives. This article takes a critical perspective on participation by discussing how participation may influence the ways in which citizens can become involved. Participation unavoidably involves (1) restrictions about who should be involved and about the space for negotiation, (2) assumptions about what the issue at stake is, and (3) expectations about what the outcome of participation should be and how the participants are expected to behave. This is illustrated by a case study about the Dutch nature area, the Drentsche Aa. The case study demonstrates how the participatory process that took place and the restrictions, assumptions, and expectations that were involved resulted in six forms of citizen involvement, both intended and unintended, which ranged between creativity, passivity, and entrenchment. Based on these findings, the article argues that participation does not merely serve as a neutral place in which citizens are represented, but instead creates different categories of citizens. Recognizing this means reconceiving participation as performative practice. Such a perspective goes beyond overly optimistic views of participation as a technique whose application can be perfected, as well as pessimistic views of participation as repression or domination. Welkom in Rotterdam! : een studie naar interculturele ontmoetingen tussen 'oude' en 'nieuwe' Rotterdammers

Maatschappelijke solidariteit tussen verschillende bevolkingsgroepen bestaat nog wel degelijk in de huidige multiculturele samenleving van Rotterdam. Dat concluderen onderzoekers in een studie van de Wetenschapswinkel van Wageningen UR (University & Research centre) naar de effecten van de interculturele ontmoetingen die het project 'Welkom in Rotterdam' organiseert. Zowel ‘oude’ als ‘nieuwe’ Rotterdammers staan open voor contact met elkaar, maar de drempel voor spontane contacten is voor veel mensen te hoog. Hun sociale netwerken zijn gescheiden waardoor de gelegenheid vaak ontbreekt

Do scale frames matter? Scale frame mismatches in the decision making process of a 'mega farm' in a small Dutch village

Scale issues are an increasingly important feature of complex sustainability issues, but they are mostly taken for granted in policy processes. However, the scale at which a problem is defined as well as the scale at which it should be solved are potentially contentious issues. The framing of a problem as a local, regional, or global problem is not without consequences and influences processes of inclusion and exclusion. Little is known about the ways actors frame scales and the effect of different scale frames on decision making processes. This paper addresses the questions that different scale frames actors use and what the implications of scale frames are for policy processes. It does so by analyzing the scale frames deployed by different actors on the establishment of a so-called new mixed company or mega farm and the related decision making process in a Dutch municipality. We find that actors deploy different and conflicting scale frames, leading to scale frame mismatches. Participatie op de Veluwe. Bewoners en beheerders tegenover elkaar

De verhouding tussen bewoners en natuurbeheerders op de Veluwe is zeker niet altijd probleemloos. Bewoners vinden vaak dat beheerders arrogant zijn, weinig betrokken en dat ze besluiten nemen ‘van achter hun bureau’. Beheerders menen zich suf te communiceren en vinden de opkomst van lokale bewoners bij excursies teleurstellend. De Koninklijke Nederlandsche Heidemaatschappij gaf mij de opdracht om uit te zoeken waar dat nu vandaan kwam. Weinig inzicht in elkaars leefwereld lijkt het belangrijkste probleem. De oplossing is dan ook vooral te vinden in inleving, en in het zoeken naar mensen die een bemiddelende rol kunnen spelen

Zelforganisatie : een studie naar gemeenschapsvorming in de Amsterdamse Doe-Het-Zelf Maatschappij en de Golfresidentie Dronten

Bij een studie naar gemeenschapsvorming ontdekten onderzoekers van Alterra en de Universiteit van Wageningen dat krakers en bewoners van golfresidenties meer met elkaar gemeen hebben dan je zou denken. Beide groepen kenmerken zich door een sterke zelforganisatie, beide hebben een ’burgemeester’, en in beide groepen pikken bewoners af en toe gemeenschappelijke grond in voor eigen gebruik. Voor de krakers op het ADM is zelforganisatie een bewuste keuze en zijn er nauwe relaties met hun identiteit en leefwijze. Bij golfresidentiebewoners staan woonkwaliteit, golfen en de centrale ligging van de residentie hoog in het prioriteitenlijstje, maar worden ook sociale samenhang en veiligheid genoemd als factoren om op de golfresidentie te (blijven) wone

Natuurbeleid voor de Drentsche Aa: over betrokkenheid, burgerschap en natuurvisies

Het overlegorgaan National beek- en esdorpenlandschap Drentsche Aa houdt dit voorjaar twee inloopavonden om plannen in het gebied te presenteren. Een van de auteurs bezocht deze avond. Insteek van dit hoofdstuk is: de reacties peilen die volgden op de instelling van het multi-stakeholdersplatform en de participatie initiatieven die door dit platform werden genomen; vervolgens aandacht voor natuurvisies en motieven van betrokkenheid, omdat deze meer inzicht zouden kunnen geven in de achtergronden van verschillende vormen van burgerscha
